"وجهة نظري اللي مقتنع بيها من زمان إن الاستثمار في التكنولوجيا هو الحصان الأسود الحقيقي في الاقتصاد العالمي" مش معنى الكلام ده إن الصناعة أو التجارة فقدوا أهميتهم، بالعكس، الصناعة هتفضل أساس أي اقتصاد قوي، والتجارة هتفضل شريان رئيسي لحركة الأسواق. لكن لو بنتكلم عن سرعة النمو، وسهولة الانتشار، والقدرة على الوصول للعالم، وحجم رأس المال المطلوب مقارنة بحجم السوق اللي ممكن توصله، هنا التكنولوجيا بتلعب بقواعد مختلفة تمامًا. المصنع علشان يدخل سوق جديد ممكن يحتاج شهادات واعتمادات، ورسوم حماية، وشحن، ومخزون، وتمويل، وموزعين، وموانئ، وعملة أجنبية، وسلاسل إمداد، ومنافسة سعرية. وممكن في لحظة تحصل أزمة شحن، أو حرب تجارية، أو ترتفع الطاقة، أو دولة تفرض رسوم حماية، فتتغير كل الحسابات. لكن منتج تكنولوجي ناجح اتعمل في القاهرة، ممكن في نفس اليوم يبقى عنده مستخدم في الرياض، ولندن، ومومباي، ونيويورك. ودي بالنسبة لي أهم نقطة في الموضوع كله: التكنولوجيا قللت المسافة بين الفكرة والسوق العالمي. الأرقام نفسها بتقول إن المسار ده مش مجرد انطباع. صادرات الخدمات المقدمة رقميًا على مستوى العالم وصلت إلى حوالي 4.25 تريليون دولار في 2023، بنمو 9% خلال سنة، وبقت تمثل حوالي 13.8% من إجمالي صادرات السلع والخدمات عالميًا. وفي نفس السنة كانت تجارة السلع العالمية بتمر بفترة انكماش. "وقت الأزمات" في سنة 2020، والعالم تقريبًا واقف بسبب كورونا، صادرات الخدمات الرقمية عالميًا زادت 14%، ثم زادت 15% في 2021. وفي المقابل، حجم تجارة السلع العالمية انخفض 5.3% خلال 2020. حتى في أكبر اقتصاد في العالم، الصورة كانت واضحة جدًا. الاقتصاد الأمريكي الحقيقي انكمش 2.2% في 2020، بينما القيمة المضافة الحقيقية للاقتصاد الرقمي الأمريكي نمت 6.5%. وبحلول 2022 كان الاقتصاد الرقمي يمثل نحو 2.6 تريليون دولار، أو 10% من الناتج المحلي الأمريكي. الصين برضه فهمت اللعبة بدري. هي طبعًا قوة صناعية ضخمة، لكن بالتوازي بنت قوة تكنولوجية مرعبة. وفي 2024، قطاع نقل المعلومات والبرمجيات وخدمات تكنولوجيا المعلومات فيها نما بنحو 11.7%، بينما الاقتصاد الصيني ككل نما بنحو 5%. وده درس مهم جدًا. الدول الكبيرة ما اختارتش بين الصناعة والتكنولوجيا. هي استخدمت التكنولوجيا علشان تضخم قوة الصناعة والتجارة والتمويل والخدمات، وفي نفس الوقت بنت شركات ومنصات ومنتجات رقمية قادرة تدخل أي سوق تقريبًا. سنغافورة مثلًا وصل الاقتصاد الرقمي فيها إلى 18.6% من الناتج المحلي في 2024، بعدما كان 14.9% فقط في 2019. يعني إحنا مش بنتكلم عن Trend أو موجة مؤقتة. إحنا بنتكلم عن تغيير في قواعد اللعبة الاقتصادية نفسها. والسنين الجاية، من وجهة نظري، الفجوة دي هتكبر أكتر مع الذكاء الاصطناعي، والـCloud، والـSaaS، والـFinTech، والأمن السيبراني، والمنصات الرقمية، وتحليل البيانات، والـAutomation. وده بياخدني لمصر. أنا مقتنع جدًا إن إحنا عندنا أفكار وعقول مش أقل من الغرب في أي حاجة. المشكلة في أوقات كتير مش في العقل، المشكلة في البيئة اللي بتحط العقل ده فيها. والدليل إن قطاع الاتصالات وتكنولوجيا المعلومات في مصر نفسه حقق نموًا بنحو 13.8% خلال السنة المالية 2024/2025، وفي 2025 وصلت صادرات خدمات التعهيد المصرية إلى نحو 5.2 مليار دولار. يعني إحنا بالفعل عندنا قاعدة بشرية العالم مستعد يدفع لها بالدولار مقابل عقلها وخبرتها، مش مقابل خامات أو بضائع بتتشحن في كونتينر. لكن طموحي أكبر من إننا نفضل مجرد مصدر للعمالة الماهرة أو خدمات الـOutsourcing. أنا عايز أشوف من مصر منتجات تكنولوجية عالمية، Platforms عالمية، شركات Software عالمية، وFounders مصريين أسماءهم معروفة في الأسواق الدولية. عايزين.. نصدر فكرة. عايزين.. نصدر منتج. عايزين.. نصدر شركة. نصدر اسم مصري يعرف ينافس. وهنا دايمًا بييجي في دماغي نموذج بعيد ظاهريًا عن التكنولوجيا، لكنه بالنسبة لي قريب جدًا من الفكرة: محمد صلاح. محمد صلاح ما بقاش محمد صلاح لأن موهبته اتولدت يوم ما وصل أوروبا. القماشة كانت موجودة. الموهبة كانت موجودة. لكن كان فيه التزام، وإصرار، واستعداد نفسي إنه يكمل رغم الطريق الصعب. ولما الموهبة اتحطت في بيئة قادرة تستوعبها، وتنافسها، وتطورها، وتديها الفرصة الحقيقية، النتيجة كانت اسم مصري بقى من أكبر الأسماء في العالم. والنهارده محدش بيسأله أنت جاي منين علشان يقرر إذا كان يستحق يلعب ولا لأ. قيمته هي اللي بتتكلم عنه. وأنا شايف إن عندنا آلاف النماذج الممكنة في التكنولوجيا والهندسة والبرمجة والذكاء الاصطناعي وريادة الأعمال. يمكن محمد صلاح القادم مش لازم يكون في ملعب كرة. ممكن يكون قاعد النهارده قدام Laptop في القاهرة، أو المنصورة، أو الإسكندرية، أو الصعيد، وعنده فكرة تقدر بعد خمس أو عشر سنين تغير صناعة كاملة. السؤال هنا: هل إحنا هنشوفه؟ هل هندعمه؟ وهل هنديله البيئة اللي تخليه يكمل؟ علشان كده، من وجهة نظري، توجيه الأجيال الجديدة لازم يتغير. مش كل شاب لازم يكون هدفه النهائي إنه يتخرج، يدور على وظيفة، ويستنى المرتب يزيد كل كام سنة. لازم من بدري نعلم أولادنا البرمجة، والـAI، وريادة الأعمال، واللغة، والتسويق، وطريقة بناء المنتجات، وإزاي يفكروا في سوق عالمي مش مجرد سوق محلي. الأهم من تعليم التكنولوجيا نفسها إننا نعلمهم إزاي يفكروا عالميًا. لأن أجمل حاجة في التكنولوجيا إنها إلى حد كبير كسرت فكرة إنك لازم تكون مولود في Silicon Valley علشان تعمل شركة عالمية. الإنترنت عمل ملعب عالمي واحد. والذكاء الاصطناعي دلوقتي بيقلل الفجوة أكتر وأكتر. شركة صغيرة بفريق ذكي جدًا النهارده ممكن تعمل شغل كان محتاج من كام سنة عشرات أو مئات الموظفين. وده معناه إن الفرصة قدام الدول اللي عندها عقول ومواهب يمكن تكون أكبر دلوقتي من أي وقت فات. لكن عندنا مشكلة لازم نتخلص منها الأول. عقدة الخواجة. لازم نبطل نفترض تلقائيًا إن المنتج الأجنبي أحسن لأنه أجنبي، وإن الفكرة القادمة من أمريكا أو أوروبا بالضرورة أذكى من الفكرة اللي طالعة من مصر. أنا مش بتكلم عن إننا نرفض الخبرة الأجنبية، بالعكس، نتعلم من أحسن الناس في العالم، ونتعاون معاهم، وننافسهم. لكن الفرق كبير بين إنك تتعلم من العالم وبين إنك تشوف نفسك أقل من العالم. الفكرة تتقيم بجودتها. والمنتج يتقيم بكفاءته. والشركة تتقيم بنتائجها. والإنسان يتقيم بما يستطيع أن يقدمه. وعشان كده أنا شايف إن أكبر استثمار ممكن نعمله خلال العشر سنين الجاية مش بس في مصانع جديدة أو مشروعات جديدة. أكبر استثمار هو إننا نبني جيل مصري عنده ثقة إنه يقدر ينافس العالم من هنا. جيل مش هدفه بس يشتغل في شركة عالمية... لكن ممكن يبني هو الشركة العالمية. مش هدفه يستخدم التكنولوجيا... لكن يصنعها. ومش أقصى طموحه إن العالم يعترف بيه... لكن إنه يقدم حاجة تخلي العالم محتاجه. مصر طول عمرها مدرسة في التحديات، والمصري بطبيعته اتعلم يلاقي حل وهو تحت ضغط وإمكانياته محدودة. ولو العقلية دي اتحطت في بيئة فيها تعليم صح، وتمويل، واحتضان حقيقي، وتشريعات تساعد، ومساحة للتجربة والفشل وإعادة المحاولة، أنا مقتنع إننا نقدر نصدر للعالم كوادر وشركات ومنتجات تكنولوجية بحجم أسماء كبيرة جدًا. العالم الجديد مش هيسأل أنت جاي منين قد ما هيسأل: إنت عملت إيه؟ والفرصة موجودة. والعقول موجودة. اللي ناقص إننا نصدق إننا نقدر، The European Union's Carbon Border Adjustment Mechanism (CBAM) has entered a new phase of international trade scrutiny after the World Trade Organization's Dispute Settlement Body agreed to establish a panel to examine Russia's complaint against the EU over the measure's compatibility with global trade rules. Russia initially requested consultations with the European Union over the CBAM package in May 2025 before formally requesting the establishment of a dispute panel in July 2026. After the request was deferred at the first meeting, the WTO's Dispute Settlement Body established the panel at its meeting on September 25, 2026. Russia is challenging several aspects of the EU's carbon border mechanism and emissions trading framework, arguing that certain measures may be inconsistent with the EU's obligations under the General Agreement on Tariffs and Trade and WTO rules covering subsidies and import procedures. The European Union, meanwhile, maintains that CBAM is a climate and environmental policy instrument designed to address carbon leakage while treating European and imported products in an even-handed manner. The EU has also stated that it considers the mechanism compatible with WTO rules. The dispute has attracted wider international attention, with a large group of economies reserving their rights to participate as third parties, including China, the United States, the United Kingdom, India, Brazil, Canada, Japan, South Korea, Saudi Arabia, Indonesia and Malaysia, among others. The case is particularly significant for the global steel industry because iron and steel are among the key sectors covered by CBAM, linking the cost of access to the European market to the carbon emissions associated with production. The WTO proceedings will therefore place the legal and trade design of Europe's carbon border mechanism under formal international review at a time when steelmakers and exporters worldwide are preparing for the full financial impact of CBAM on trade with the European Union. #European #Union #Carbon #Border #Adjustment
